I strongly disagree with this. I feel that acting can in fact be taught. Yes some people have “natural talent” but it’s more like an instinct that not everyone has…an instinct that can be taught, just like singing. A tone deaf person CAN become a good singer by doing ear training, sure it may be HARDER for them, but it’s not impossible. You can also train your vocal cords to move in different ways by working them out. Ever hear of vocal “exercises?” You do in fact use muscles, muscles that you can work out, when you sing.
